Ok. So I parked my car in a parking lot and went shopping. When I came back, my front bumper was broken. (I live in California,LA). It was a two way parking. However, the person who broke it was waiting for me. His car rode over this thing where cars supposed to stop before it. So that person rode over it and slammed into my driver's front bumper. She did not have any marks on her car. She did have marks on a pot where some flowers were growing. So we exchanged addresses, insurances..... We did not call police. I took some pictures but they are very low quality pictures. Then i reported this incident to my insurance company and they said that there is a chance that they will not pay for the damages. Why is that? After she left, I tried to leave too. Even though my wheel was turned left 40 degrees, my car was going straight.(i was like what the ..) Then i went to mechanics and he said that the damage is for more than 2500$. Is my insurance payment going to go up even though i had 0% fault. Do you have any recommendations for what i can do.

With a police order, they can tell you which cell tower the phone is reading off of. But the phone would have to be turned on.
GPS locating of the phone is possible IF you have a data plan and a software program to do so. But even then, the phone would have to be on.
Yeah, the stuff in the movies is pretty hilariously impossible.
Face it: You lost your phone. Call your carrier and tell them it's lost before people find it and start calling Malaysia and you get a $600 phone bill.

Calling the police, even if your state doesn't require you to, is a good idea. Often, the police will write a report of the incident, which may help establish the facts of the case. The officer can also help at the scene with traffic flow problems. Also, the officer may be able to determine if anyone was driving recklessly or under the influence of drugs or alcohol.

In some areas, the police won't write a report when the accident takes place on private property, like most parking lots. This is when you need to take careful, detailed notes of the accident details.
