Think about a wick in the sense of an old style paraffin lamp. A piece of spun or woven fabric with one end dipped in the fuel. The paraffin 'wets' the wick and is drawn up through the pores in the wick by capillary action until it gets to the top and you can set fire to it.

In this case (I suspect that you are talking about a wave-soldering process) it means that you should make sure that the solder is drawn up by capillary action through the holes (and gaps around the component legs) in the pcb to the top side of the board.
